I believe the CIA had a hand in the coup, but the real blame must be placed on Allende who allowed the generals into his cabinet. The cordones were ready to take control of the state, but were prevented from doing so by Allende and a left that supported him/the UP. Real worker's power comes from below, not from above. Allende made the military powerful by using them to "restore order."
