Yeah there were 2 dems names on the bill. But Phill Gramm authored it and it was NEVER debated in the House or the Senate because it was slipped into a 12K page appropriations bill just days before the congress recessed at the end of the year and voted on the last day. NO one knew what was up with it except for Gramm bacause he wrote it to help out his longtime friend Ken lay and his Wife Wendy who at the time was on the board of Enron. The NICKNAME for the bill is "The Enron LOOPHOLE"
