It's a Peltier chip. When you connect power to the chip, it becomes very cold on one side and hot on the other. You use a fan and heatsink on the hot side. The cold side cools the CCD sensor. You can buy a used Canon 300d for £150 and it will take long exposures and have low noise without cooling. It will take larger images too.
